Defensive diplomacy serves as a mechanism for advancing the objectives of both defense and foreign policy. A primary function is the prevention of crises by mitigating the escalation of hostility and addressing conflicts through negotiation and diplomacy. The Holy Quran offers a range of approaches for engaging with adversaries, including strategies that advocate for peaceful interactions aimed at reconciliation, alongside those that underscore the necessity of decisive confrontation. The point of this study is to use advanced documentation to build a behavioral model of adversaries, including opponents, that can be used in defensive diplomacy. Consequently, the inquiry at hand is: What constitutes the behavioral model toward adversaries within the framework of defensive diplomacy employed by the Islamic Republic of Iran? This study utilizes content analysis techniques, drawing upon all pertinent higher-level documents as its statistical population and incorporating expert insights from the domain of defensive diplomacy, with a selection of 17 experts designated for concept and category evaluation. The results show that enemies, people who haven't engaged yet, and people who have done things that are against their own group become important parts of the strategic framework for dealing with the enemy. The model comprises 14 distinct categories, of which 6 are common to both themes. The concluding model consists of 86 concepts, with certain overlaps present among some of them. The fundamental themes of this model can be delineated as the pursuit of peace, the transformation of adversaries into allies, and the eventual strategies of deterrence and confrontation with the opponent.
