الگوی کنشگری رسانه‌ای جمهوری اسلامی ایران در مواجهه با تهدیدات سایبری

چکیده

 در مناسبات پیچیده امروز، رسانه‌ها به‌عنوان بازیگران اصلی شکل‌دهنده افکار عمومی و جهت‌دهنده رویدادها، نقشی محوری ایفا می‌کنند. با تحولات شگرف فنّاوری اطلاعات و ارتباطات و ظهور مدل‌های جدید ارتباطی، فضای رسانه‌ای به‌طور بنیادینی دگرگون شده است. در این فضای پویا و پیچیده، تهدیدات سایبری به یکی از جدی‌ترین چالش‌های  جوامع تبدیل شده است؛ ازاین‌رو، اهمیت و ضرورت کنشگری فعال رسانه‌ها به‌عنوان یک نهاد مؤثر در مقابله با این تهدیدات بیش‌ازپیش احساس می‌شود. این پژوهش با هدف تدوین الگوی کنشگری رسانه‌ای جمهوری اسلامی ایران در مواجهه با تهدیدات سایبری انجام‌ شده است. این پژوهش با رویکرد آمیخته (کیفی-کمی) شامل تحلیل محتوای کیفی و پیمایشی صورت گرفت. جامعه آماری شامل مدیران، خبرگان و اساتید حوزه رسانه، فضای مجازی و پدافند غیرعامل بود که برای بخش کیفی از روش هدفمند و برای بخش کمی 240 نفر از این جامعه انتخاب شدند.
یافته‌های پژوهش نشان می‌دهد که الگوی کنشگری رسانه‌ای جمهوری اسلامی ایران شامل سه بعد اصلی است: بعد فرایندی، بعد محتوایی و بعد رویکردی. در بعد فرایندی، مؤلفه‌های «هماهنگی و انسجام» و «ارتباط با مخاطبان» به شناسایی شاخص‌هایی مانند «تقویت زبان و هویت ملی»، «آمادگی دائمی مواجهه با تهدیدات سایبری» و «ارجحیت بخشی به نیازها و حساسیت‌های مخاطبان» منجر شدند. در بعد محتوایی، مؤلفه‌های «نوآوری و آموزش» و «مخاطب‌شناسی و اثرگذاری» شامل شاخص‌هایی چون «اهمیت بخشی سواد رسانه‌ای»، «تجهیز و توسعه ابزارها و پلتفرم‌های رسانه‌ای» و «اصل شفافیت و ابهام‌زدایی رسانه» شناسایی شدند. در بعد رویکردی، مؤلفه‌های «استقلال و اخلاق رسانه‌ای»، «مبارزه با رسانه‌های دشمن» و «نخبگان، سلبریتی‌ها و فضای مجازی» با شاخص‌هایی همچون «استقلال فکری و روایتگری مستقل»، «تشریح و بررسی گام‌به‌گام تهدیدات سایبری» و «اهمیت اثرگذاری فضای مجازی» معرفی شدند.
درمجموع، این الگو به رسانه‌های جمهوری اسلامی ایران یک چارچوب عملیاتی و راهبردی ارائه می‌دهد که آن‌ها را قادر می‌سازد تا در برابر تهدیدات سایبری، با چابکی، دقت و قدرت واکنش نشان‌دهند و درعین‌حال، از ایجاد بحران‌های امنیتی و اجتماعی جلوگیری کرده و تاب‌آوری بلندمدت رسانه‌ای را در سطح ملی تقویت کنند.

In the intricate landscape of contemporary interactions, media serve as pivotal entities in influencing public sentiment and steering events. The remarkable progress in information and communication technology, coupled with the advent of novel communication models, has led to a profound transformation of the media landscape. In this intricate and ever-evolving landscape, cyber threats have emerged as one of the most formidable challenges confronting societies. Consequently, the significance and urgency of proactive media activism as a vital institution in addressing these challenges are more pronounced than ever. This study seeks to formulate a framework for media activism within the context of the Islamic Republic of Iran as it confronts cyber threats. The research employs a mixed-methods approach, integrating qualitative content analysis with quantitative survey techniques. The statistical population comprises individuals in managerial, expert, and academic roles within the domains of media, cyberspace, and passive defense. We employ purposive sampling in the qualitative segment and select 240 individuals from the population in the quantitative segment.
This research reveals that the media activism framework of the Islamic Republic of Iran encompasses three primary dimensions: process, content, and approach. In the process dimension, things like "audience engagement" and "coordination and coherence" have brought attention to indicators like "improving national language and identity," "always being ready to face cyber threats," and "emphasizing audience needs and sensitivities." When it comes to content, "innovation and education" and "audience segmentation and impact" have brought attention to things like "the promotion of media literacy," "the provision and advancement of media tools and platforms," and "the principle of transparency and the clarification of media ambiguities." In the area of approach, topics like "elites, celebrities, and cyberspace," "counteracting adversarial media," and "media independence and ethics" have brought to light things like "intellectual autonomy and autonomous narrative construction," "methodical elucidation and examination of cyber threats," and "the significance of influence in the digital domain."
This model equips the media of the Islamic Republic of Iran with a comprehensive operational and strategic framework, facilitating agile, precise, and powerful responses to cyber threats. It aims to avert the emergence of security and social crises while enhancing long-term media resilience on a national scale
