In light of the significance of cyberspace and the assaults occurring therein, this study explores the international treaties and conventions that establish deterrence against terrorist attacks, as well as their inherent pathologies, employing a descriptive-analytical methodology. The results suggest that the prevention of cyberattacks within these conventions is articulated through concepts such as cyber terrorism, cyber sabotage, cyber-attack, the misuse of information and communication technology, and other harmful activities conducted online. In the analysis of the conventions examined, a mere five explicitly confront the matter of cyber sabotage acts. These include the Resolution on Creating a Global Culture of Cybersecurity and Protecting Critical Information Infrastructures (2004), the Resolution to Counter the Criminal Misuse of Information Technology, the Resolution on Creating a Global Culture of Cybersecurity and National Efforts to Protect Critical Information Infrastructures (2010 and 2020), the European Convention on Cybercrime, and the Council of Europe Convention on Cybercrime. Various conventions either explicitly address cyberattacks within specific provisions or their established legal frameworks can be construed to suggest a deterrent effect against cyberattacks and cybercrimes at the state level. Nonetheless, the challenges associated with pinpointing the primary agents responsible for cyber threats, coupled with the absence of a robust political and legal framework for the identification and prosecution of offenders, have resulted in substantial obstacles persisting within international treaties and conventions aimed at deterring cyberattacks.
