همه‌گیری ویروس کووید نوزده و امنیت دسته‌جمعی؛ دورنمای امنیت بین‌الملل

چکیده

در روزهای پایانی سال ۲۰۱۹، گسترش نوعی بیماری ویروسی از شهر ووهان چین سرآغاز تحولاتی در جهان گشت که تا آن زمان کم‌سابقه بود. بیماری جدید با سرعتی زیاد و در مدت‌زمانی کوتاه، مبدل به یک تهدید نوظهور در نظام بین‌الملل گردید. این جهانی‌گیری (پاندمی) تمام حوزه‌های زیستی یعنی سلامت و بهداشت، اقتصاد، اجتماع، فرهنگ، سیاست و محیط‌زیست را تحت‌تأثیر قرارداد. پرسش اصلی این است که چه دورنمای مناسبی می‌توان در پرتو تهدیدات نوظهور به‌ویژه همه‌گیری کووید نوزده برای امنیت بین‌الملل متصور شد؟ فرضیه مقاله بر این باور است که دورنمای مناسب امنیت بین‌الملل در پرتو همه‌گیری کووید نوزده در قالب امنیت دسته‌جمعی قابل تحقق است. در این مقاله تأثیر این تهدید نوظهور با استفاده از روش آینده‌پژوهی و تکنیک‌های روندپژوهی و سناریونویسی بر امنیت بین‌الملل موردبررسی قرار گرفته است.یم. این دورنما مبتنی بر سیاست جهانی‌شدن و وابستگی متقابل به‌دست‌آمده است.

چکیده [English]

In the closing days of 2019, the spread of a viral disease from the city of Wuhan, China, marked the beginning of unprecedented global transformations. The new disease rapidly became an emerging threat in the international system. This pandemic impacted all aspects of life, including health, economy, society, culture, politics, and the environment. The main question is what appropriate outlook can be envisioned for international security in light of emerging threats, especially the COVID-19 pandemic? The hypothesis of the article suggests that the appropriate outlook for international security amidst the COVID-19 pandemic can be realized through collective security. This article examines the impact of this emerging threat on international security using futures studies and techniques of trend analysis and scenario writing. This outlook is based on the policy of globalization and interdependence.
