This study aims to explain the cognitive warfare model of the Iran International television network during the events related to the death of Mahsa Amini. The core research problem is to identify the network’s model for inverting public opinion within the framework of cognitive warfare. This qualitative study was conducted using the grounded theory approach. Data were collected through semi-structured interviews with purposefully selected participants and analyzed using open coding, based on Strauss and Corbin’s paradigm model.
Findings indicate that “cognitive warfare” constitutes the core category of the research, shaped by concepts such as highlighting/downplaying, provoking emotions and sentiments, analogy-making, and partial truth-telling. The causal conditions behind public opinion inversion lie in three approaches intrinsic to Iran International: confrontational, conflict-oriented (anti-structure), and inherent. Contextual factors include unmet demands, fabricated narratives, the network’s conflictual structure, incompatibility with Islamic values, and environmental influences. Intervening conditions were classified into five areas: human resources, financial resources, organizational and environmental structure, and demonization processes.
Ultimately, the cognitive warfare model of Iran International rests on three strategies—imprecise referencing, biased narrative construction, and selective reproduction of narratives—which lead to consequences such as increased public distrust, heightened dissatisfaction, weakening of security–military structures, and reduced legitimacy of the political system.
