Infiltration has been one of the most significant tactics employed by adversaries of the Islamic Republic of Iran to undermine the country, from before the Islamic Revolution to the present. Numerous studies have explored the mechanisms of infiltration and countermeasures within the context of Iran. This study conducts a meta-synthesis of these works to address two key questions: How does infiltration occur in the Islamic Republic of Iran, and how can it be countered? The qualitative meta-synthesis method was chosen for its ability to systematically analyze prior findings and provide a comprehensive, indigenous framework for understanding and mitigating infiltration.
The findings suggest that infiltration, as a multilayered, complex, and sophisticated threat, progresses through four main stages: planning infiltration, entry through gateways and disguises, infrastructural actions (Staffing, platform creation, and networking), and ultimately, exerting influence through a multilevel matrix of techniques, tactics, and micro- and macro-strategies. Infiltrators play a pivotal role in orchestrating and implementing infiltration objectives. Effective countermeasures require a comprehensive, systematic approach beyond mere security measures, beginning with acknowledging the reality of infiltration, followed by anti-infiltration planning based on self-awareness and enemy knowledge, and culminating in continuous monitoring, decisive containment, and intelligent prevention. Enhancing cultural capital, strengthening social cohesion, raising public awareness, and designing institutional mechanisms are fundamental pillars of countering infiltration. This study provides a conceptual framework for analyzing infiltration dimensions and countermeasures, serving as a theoretical foundation for policymaking, education, and future research in security and governance.
