نظریه «هژمونی تعاونی» به مثابه چارچوب نظری جدید در تبیین رفتار قدرت های منطقه ای جمهوری اسلامی به مثابه یک هژمون تعاونی تدافعی

چکیده

اگرچه نظریه‌های با رویکرد معرفت‌شناسانه اثبات‌گرایی درصدد تبیین منطقه‌گرایی امنیتی برآمده‌اند، لکن نظریه «هژمونی تعاونی» که توسط «توماس پدرسن» و در مقاله «هژمونی تعاونی: قدرت، انگاره‌ها و نهادها در هم گرایی منطقه‌ای» مطرح گردیده است، قدرت تبیینی مناسبی به محقق جهت تشریح رفتار قدرت‌های منطقه‌ای در پیگیری سیاست منطقه‌گرایی امنیتی می‌بخشد. در این نظریه ریالیسم نهادی- معنایی (و نه ریالیسم ساختاری) به‌عنوان مبنایی برای درک منطقه‌گرایی به کار گرفته می‌شود و با توجه به ابعاد نظری، یک نظریه کارآمد در تبیین رفتار قدرت‌های منطقه‌ای است؛ بنابراین این پژوهش در پی پاسخ به این سوال اصلی که «با استفاده از کدام الگوی نظری بهتر می‌توان رفتار قدرت‌های منطقه‌ای را در دنبال نمودن سیاست منطقه‌گرایی امنیتی تبیین نمود؟» این فرضیه را ارایه می‌دهد که «نظریه هژمونی تعاونی که بر پایه نظریه ریالیسم نهادی- معنایی شکل‌گرفته از حیث مشاهده «هژمونی تعاونی» به‌عنوان یک راهبرد کلان که از سوی قدرت‌های منطقه‌ای دنبال می‌شود و تاکیدی که بر سه پیش‌شرط اصلی برای اتخاذ راهبرد هژمونی تعاونی توسط قدرت‌های منطقه‌ای دارد بهتر می‌تواند رفتار این قدرت‌ها را تبیین نموده و توضیح دهد.» در ادامه و از طریق بررسی انطباق یا عدم انطباق «نظریه هژمونی تعاونی» بر جمهوری اسلامی به عنوان یک قدرت منطقه ای در منطقه غرب آسیا، جمهوری اسلامی را به مثابه یک «هژمون تعاونی تدافعی» در نظر می گیرد.این پژوهش از نظر تجزیه و تحلیل یک پژوهش توصیفی و از نظر کاربردی، یک پژوهش نظری می باشد. نتایج تحقیق نشان می دهد که «نظریه هژمونی تعاونی» به واسطه بررسی کلی رفتار قدرت های منطقه ای دارای ویژگی ها و ضعف های خاص، توانسته ضمن ارایه الگوهایی نظام مند، منسجم و قابل سنجش از نحوه رفتار قدرت های منطقه ای در پی گیری سیاست منطقه گرایی، مزیت‌های چهارگانه به کارگیری راهبرد هژمونی تعاونی از منظر یک قدرت بزرگ و هم چنین عوامل تاثیرگذار بر احتمال اتخاذ راهبرد «هژمونی تعاونی» توسط یک قدرت بزرگ را استخراج نماید که سایر پژوهش گران از آن غافل مانده اند.

Although theories with a positivist epistemological approach seek to explain security regionalism, the theory of "cooperative hegemony" proposed by Thomas Pedersen in "Cooperative Hegemony: Power, Ideas, and Institutions in Regional Convergence" fits power. The researcher provides security to describe the behavior of regional powers in pursuing regionalist policies. In this theory, institutional-semantic realism (and not structural realism) is used as a basis for understanding regionalism, and considering its theoretical dimensions, it is an effective theory in explaining the behavior of regional powers; Therefore, this study seeks to answer the main question: "Which theoretical model can better explain the behavior of regional powers in pursuing a policy of security regionalism?" It hypothesizes that "the theory of cooperative hegemony based on the theory of institutional-semantic realism in terms of observing" cooperative hegemony "as a grand strategy pursued by regional powers and emphasizing the three main preconditions for adopting a hegemonic strategy. "It has regional powers that can better explain the behavior of these powers." It then considers the Islamic Republic as a "defensive cooperative hegemony" by examining the compatibility or non-compliance of the "theory of cooperative hegemony" with the Islamic Republic as a regional power in the West Asian region. This research is a descriptive research in terms of analysis and a theoretical research in terms of application. The results of the research show that the "theory of cooperative hegemony" by general study of the behavior of regional powers with specific characteristics and weaknesses, has been able to provide systematic, coherent and measurable models of how to behave power. Regionalities in pursuing a policy of regionalism, extract the four advantages of using the strategy of cooperative hegemony from the perspective of a large power, as well as the factors influencing the possibility of adopting a strategy of "cooperative hegemony" by a large power. Researchers have overlooked this.
