Cities are characterized by their population density as the main enemy’s goal for insecurity in the country. Therefore, large-scale planning in the field of passive defense and the construction of public shelters in order to preserve the lives of citizens as the most important assets of a country, is one of the most fundamental factors in reducing vulnerability to human and natural crises. In Iran, adequate attention has not been paid to shelters as the main factor in protecting people from threats and dangers, and it is highly felt that there is a need for comprehensive planning and adopting full regulations in this regard. Switzerland has the best citizenship protection system and the largest number of anti-nuclear shelters in the world, and it is one of the best models in the field of national defense and citizenship protection. The purpose of this article is to understand how this country succeeds in the field of passive defense and the construction of high-standard anti-nuclear shelters. Using the case studies and access to federal government first-class documents such as citizenship and shelter protection laws, anti-atomic shelter regulations, referrals to Switzerland publications and newspapers, as well as the presence of the researcher in the field for a better investigation, attempt was made to explain the topic more precisely, in order to better understand the system and policies of shelter construction in this country, and, to form a comprehensive thinking in line with the national defense plans and the construction of public shelters in the country, used by passive defense agents and planners
