Today, passive defense is recognized as a sustainable and effective approach in national defense and security. Given Iran's geopolitical position, technological advancements, and soft threats, strengthening this approach not only ensures national security but also contributes to the country's development and sustainability. Therefore, the purpose of this research is to determine the position of national security from the perspective of passive defense, based on the statements of the Supreme Leader. This study adopts a descriptive-analytical method and utilizes content analysis to evaluate the Leader of the Islamic Republic's views on the relationship between passive defense and national security. The findings reveal that, in the Leader's perspective, passive defense is a multidimensional and strategic approach to ensuring national security, extending beyond physical defense to include identity, social, economic, and cultural dimensions. The key themes identified are: Preventive and intelligent strategies, infrastructural and economic actions, public participation and national unity, countering multidimensional threats, implementation requirements. Consequently, passive defense, by integrating hardware (resilient infrastructure), brainware (intelligent planning), and software (culture and public participation), guarantees sustainable security and paves the way for the country’s progress.
