In recent decades, the emergence of new technologies in the Islamic Republic of Iran has consistently posed numerous challenges for the country. Although these technologies have brought significant opportunities, they have also created various risks, as they can be used as tools by actors threatening the Islamic Republic of Iran. One such emerging technology is the Starlink satellite system, which—considering its characteristics and country of origin—can be expected, like other emerging technologies, to pose threats to Iran across multiple dimensions. Since understanding the threats posed by emerging technologies is the first step in confronting them, this applied study employs a qualitative approach and a descriptive-analytical method to systematically identify the threats of the Starlink satellite internet system to Iran in military, political, socio-cultural, and economic domains. The findings are organized into 21 categories within these four main dimensions. In the military domain, “exploitation in various military operations” and “military intelligence collection” were identified as the most significant threat categories. In the political dimension, “threats to cyber sovereignty and control of communications” and “information and propaganda penetration” constitute the primary challenges. In the socio-cultural domain, categories such as “weakening of national identity” and “undermining national media and facilitating the spread of fake news” are considered the most important threats. Finally, in the economic domain, “unequal competition with domestic operators leading to reduced employment” and “pressure on economic infrastructure” were identified as the most influential factors affecting the country’s economy.
